European Rail CEO Summit: Joint declaration adopted for the EU

At the European Rail CEO Summit, held in Wrocław on 30 April 2025, the leaders of the European railway sector adopted a joint declaration calling on the European Union and its Member States to place rail at the core of Europe’s strategies for competitiveness, sustainability, and climate neutrality.

The two documents presented here – the Executive Summary and the Signed Joint Declaration – highlight rail’s crucial role as the safest, most energy-efficient, and most climate-friendly mode of transport. They emphasise the urgent need for a decisive policy and financial action to overcome long-standing challenges such as under-investment, regulatory delays, and unfair competition from more polluting modes of transport.

The declaration is a strong collective appeal to establish the right conditions for rail to thrive. It calls for a fair regulatory framework, long-term funding, and greater political prioritisation. It also reflects the rail sector’s firm commitment to enhancing cooperation, innovation, and efficiency in order to lead the shift towards sustainable mobility in Europe.
