PROACTIVE’s key scientific outcomes disseminated towards prominent audiences

The EU-funded H2020 project PROACTIVE led by the UIC Security Division had a busy Autumn 2022, attending several key scientific events relevant to Chemical, Biological, Radiological, Nuclear and explosive (CBRNe) security.

In October, PROACTIVE partner ETICAS presented a paper on the ethical framework used when developing the PROACTIVE mobile app at the 7th Conference on Information Technology in Disaster Risk Reduction (ITDRR). The focus was on the privacy impact assessment conducted for the PROACTIVE System (web platform & mobile app) and its subsequent privacy by design integration process.

October also marked the publication of an important PROACTIVE chapter in the book “Security Technologies and Social Implications” published by Wiley. This book chapter led by the UIC Security Division, explains the Stakeholder Engagement Model developed in the project to facilitate the uptake by end users (including railway companies) of crisis communication systems.

November was equally eventful. PROACTIVE partner CBRNE Ltd. presented on “Involving Vulnerable Groups in CBRNe incident training – Ethical Considerations and Risks Worth Taking” at the Northern European Emergency and Disaster Studies conference (NEEDS), which was held on 1 – 3 November 2022 in Denmark.

Presenting at this event allowed us to share our ongoing work and get insights on our Aide Memoire for future exercises or demonstrations involving vulnerable groups, which will be published at the end of the project.

UIC also attended the Transport Research Area (TRA) conference held in Lisbon, Portugal to present on the lessons for railways from project PROACTIVE on CBRNe risks and threats. The study results showed that while the recommendations from PROACTIVE about inter-agency collaboration appear to already be in place between the rail sector and specialised CBRN responder organisations, the recommendations about crisis communication and the inclusion of vulnerable groups are also gaps in CBRNe preparedness of the rail sector.

In the new year, the PROACTIVE consortium will continue to disseminate relevant research results to both the scientific and practitioner communities.
