Annual Meeting of the 5th OSJD Commission held from 5 – 7 November 2019 in Warsaw

UIC-OSJD development of IRS

In accordance with the Working Plan for 2019, UIC attended the Annual Meeting of the 5th OSJD Commission (Infrastructure & Rolling Stock) held on 5 – 7 November 2019 in Warsaw and discussed the follow-up of the conversion of joint UIC/OSJD leaflets into International Railway Solutions (IRS).

The meeting was attended by representatives from the following railways:
Azerbaijan Railways (ADY)
Belarusian Railway (BC)
Bulgarian "National company “Railway infrastructure” (NK “RI”)
Hungarian State Railways (MAV)
JSC “NC” Kazakhstan Temir Zholy "(KTZ)
JSC Lithuanian Railways (LG)
State Enterprise “Railway of Moldova” (CFM)
JSC “Polish State Railways” (JSC PKP)
JSC Russian Railways (RZD)
Railways of the Slovak Republic (ZSSK)
Romanian National Company of Railways (CFR)
JSC “Ukrainian Railway” (JSC “Ukrzaliznytsia”)
as well as
OSJD Committee, International Union of Railways (UIC), OTIF, Southwest University of Railway Transport (China, Chengdu).

On behalf of Mr Francois Davenne, UIC Director General, the UIC delegation attended the meeting and contributed to the proper technical solutions (including IRSs) to be further developed jointly by OSJD & UIC.

RZD representative announced that the development of IRS 1501 “Rolling Stock Gauges” is a priority for company. RZD called other railways to intensify their participation in the development of IRSs. RZD insisted that migration of OSJD/UIC leaflet O 502-3/502 “Carriage of exceptional goods in international railway traffic with the participation of railways of 1435 mm and 1520 mm gauges” into IRS also has to be enhanced.

Following UIC’s proposal, it was agreed to simplify and specify the title of the topic as follows – “Conversion of OSJD and UIC Leaflets into IRS”. The new title should be approved by the high-level meeting of OSJD Authorised Representatives to be held on 3 – 6 December 2019 in Warsaw.

The UIC representative presented the state-of-play of the migration programme of UIC leaflets into IRSs and schedule of those activities for 2020-2022. There was interest in the activities of the UIC-OSJD JWG (Joint Working Group) on IRS and this resulted in an increase in the number of its members – now seven OSJD railways will take part in these activities in 2020: Belarusian Railway (BC), JSC “NC” Kazakhstan Temir Zholy "(KTZ), State Enterprise “Railway of Moldova” (CFM), Mongolian Railways (UBZD), JSC “Polish State Railways” (JSC PKP), JSC Russian Railways (RZD), Hungarian State Railways (MAV) – as an observer.

The Working Programme of the 5th OSJD Commission (Infrastructure & Rolling Stock) for 2020 & 2021 has been elaborated and is going to be approved on 3 – 6 December 2019 during the high-level meeting of OSJD Authorised Representatives.
